What is going on with my dog?

he has had a problem with fleas and its so bad he scratches the fur off him. we give him baths and medican and everything but they keep coming back... my mother thinks its also mice but we rnt sure and today when i was cuddleing him on my bed i found another problem. his ears r normaly almost paper thin, but 1 ear is bloated on a part of it, like a ballon! and then i saw a flea crawling around on it. idk wats going on but i need some help and my father wont take him 2 the vet for some stupid reason...and also, could we catch the fleas from my dog? my dogs name is Bowie and we think he is a fox terrier, idk, he is 7 years old
